Galen Rasmussen has served as the Director of Administrative Services for Bountiful City since January 1998. He has supervisory responsibility for the Administrative, Treasury and Information Systems Departments. Galen previously served as Bountiful City’s Treasurer from 1993 to 1998; as an internal auditor and federal grants administrator for Salt Lake City from 1988 to 1993; and a staff auditor with the Utah State Auditor’s Office from 1985 to 1988. Galen received his BS degree in Accounting from Weber State University in 1985 and his Masters of Public Administration degree from BYU in 1991. He is a licensed CPA in the state of Utah.

Galen married his wife, DiAnn, in 1982 and they have two teenage daughters that keep them very busy. Galen is excited to serve as a UGFOA board member and is looking forward to associating more closely with all the members of the organization.

Lisa Dudley has worked in the field of accounting since 1981 and started her career in government finance with her employment at Riverton City in 1997. Besides her position as Finance Director for Riverton City, Lisa also provides the accounting support for the East Riverton Drainage District. She has a B.S. in accounting and is an active community volunteer. Lisa is an avid runner and serves as the local race director for 5K – ½ marathon distances.

Danyce Steck has served as the Finance Director for Draper City for the past 3 years.  Prior to her appointment as Director, she served as senior finance staff for two years at the City; and five years at Maricopa County, Arizona.  She has also spent several years working for both the private and non-profit sectors of finance and accounting.  She has a BS degree in Accounting and recently received the designation of Certified Public Finance Officer (CPFO) from the GFOA.   She has a passion for government and believes in mentoring the best talent to serve in the future.

David Muir is the first Finance Director for the new city of Cottonwood Heights and has oversight of Information Technology issues. Prior to joining the new city, he was the Manager of Internal Audit for Mrs. Fields Cookies and Chapter President of The Institute of Internal Auditors. Dave started his government career in 1987 with Salt Lake County as an Internal Auditor (6 yrs) and then as Chief Deputy (3 yrs) to a County Commissioner. Dave graduated from LDS Business College and the University of Utah, and received an MBA from Utah State University.

Jim Welch has served as Finance Director for West Valley City for over 7 years. Prior to his service with the City he spent 18 years in banking specializing in Business Banking, Credit Management and Cash Management. He received a B.S. in business management at WSU and MBA at USU. He is responsible for all financial matters in the city and is active in his community, serving on various boards and in community service organizations.

Scott Stevens has more than 16 years of experience in State Government. This includes directing and managing the financial and accounting activities of the Utah State Tax Commission in coordination with various directors and staff. His responsibilities include operational accountability of all major tax distribution systems and the dispersal of tax dollars to local governing entities. He serves as a member of the executive director's management team; recommends and approves modifications and developments to all tax systems, and formulates proposals regarding departmental policies on accounting processes and computerized systems.
